This just in from TV Shows on DVD.com: According to the blog at the BBC America online shop, 2 Entertain/BBC Video won't be releasing the Region 1 version of Torchwood: Miracle Day on DVD/Blu-ray till 2012.

I guess the synching of Region 1 and Region 2 releases only applies to Doctor Who. (According to multiple sources including Amazon.co.uk the Region 2/UK version of the series release is expected out in November, around the same time Part 2 of Doctor Who series 6 is due out on DVD/BD.)
This announcement touches on a few things. First, there was some talk that because Miracle Day is being done by Starz that meant another company would be releasing the DVD over here. That appears not to be the case (otherwise the BBC would have said "don't ask us"). It might also suggest that Starz has certain rights tied up over here that preclude a quick DVD release; my assumption is they've got a second run planned. Worst case scenario would be if they're planning to hold release until Season 5, assuming Season 5 airs in 2012. There's precedent in that as BBC Video has over the last few years waited until the new seasons of Sarah Jane Adventures were about to air before releasing the previous season.
So the folks in the UK who are griping over the delayed broadcast can at least be satisfied that they'll have the DVD long before we do.
