I've never seen all of DS9 and I must admit that description you gave me is new territory. I get the feeling that it was either Voyager or Next Gen that mentioned the race I was thinking of - it could be Enterprise even. Well one day during re-runs. . .

I tried to find a clip on youtube so you could feel the pain of just how dumb and awful it is, but I couldn't find an example of the dumb Scifi channel Hawkmen.
