I am torn on this idea. Much as I'd like it to happen... I went along with the, "put Nimoy in Beyond!" crowd and I got burnt, badly.

Definitely "meeting" or is it possible she'll just be watching a recording? Otherwise I don't see how this happens without time travel (since this would be centuries after Spock went to the past) or maybe a holodeck program, dream, etc.
I assume you've seen the episode through screeners?
What I specifically heard is that a Spock from the Kelvin timeline with Nimoy's face will be interacting with Burnham. It can't be a past recording, because the scene is being made by having a body double film the scene with Sonequa Martin-Green, and Nimoy's face will be CGI'd on.
I originally heard that after Discovery season 3 wrapped filming, they were planning reshoots/additional filming but they were not able to make this happen due to covid. I did hear though that they recently did some reshoots in Vancouver, so I think they did end up filming this with the double.
Why Vancouver?

The crossover was supposed to be Michael Burnham meeting Nimoy Spock (the one that we saw in the Kelvin movies). They planned to have a body do the acting, with their head being CGI'd into Leonard Nimoy's face.
They weren't able to film this scene originally, but I heard Discovery S3 recently had some quick reshoots & additional filming in Vancouver, Canada. Very secretive and stuff. I think they ended up filming this Kelvin crossover scene there.
Also, I think this might be the scene where it happens. I'm not sure.
Unification III : Michael learns of Spock Primes disappearance in 2387 ..and finds the redmatter wormhole is still partly there. Travels through into the kelvinverse and arrives during the Naradas attack on Kelvin. Beams aboard and kills Nero and destroys the narada, saves Kelvin. then travels forward to guide old Spock back to 2387..Then she gets back to 33rd century in time for cornflakes
