new torchwood location question

torchwood was a british organization and during the series the base of ops was at a focal point of a rift in cardif. i understand that reason for the location but why are they now based in the states? obviously it'll may be revealed when the new season starts up but are there any clues?
 
i was talking story wise. production reasons are self explanatory
The Torchwood group we saw in the British Show (IE: Jack's gang) is not the only Torchwood group, there are multiple Torchwoods, and I believe we've been told Torchwood is Multi-National. This Series/Season apparently does start with Jack and Gwen in Cardiff, I believe, so apparently, yes, it will be explained in-story.

My assumption would be that something big happens in Torchwood US territory and Jack and Gwen are called in (Or are led there via investigating something in their own territory that leads to the States)

No, UNIT is multi-national, but the Torchwood Institute was supposedly a wholly British organisation established by Queen Victoria in 1879. Originally based at the Torchwood Estate in Scotland (hence the name), it established bases of operation in the British capital cities; Torchwood 1 was London (based in Canary Wharf tower), Torchwood 2 is/was an office in Glasgow, Scotland staffed by one "very strange man", Torchwood 3 was Jack's team in Cardiff, and Torchwood 4 (presumably Belfast) "went missing" (a reference, I believe to Babylon 5, and the disappearance of Babylon 4).

One of the Torchwood radio plays established that there was also a Torchwood India (as the British Empire still encompassed India at that point), which was disbanded in 1924. Torchwood being a royal organisation is the reason why it was "separate from the government, outside the UN and beyond the police."

Torchwood 1 was destroyed in the Doctor Who episodes "Army of Ghosts" and "Doomsday", and with Torchwood 4 already gone and Torchwood 2 staffed by only one man (never referred to after the show's first episode), that left Jack as the head of the last remnant of the organisation, Torchwood 3, which he reformed in honour of the Doctor.

Torchwood 3 was destroyed by the British government in Children of Earth, leaving only Jack and Gwen alive, and Jack off-planet.

Torchwood is now defunct. When we find them in MD, Gwen is still in hiding, with Jack watching over her, when a global event forces the CIA to track down and extradite Gwen and Jack to the US, believing them to be connected to what's going on.

The rift in Cardiff is no longer the focus of the show, and RTD has stated that he believes it to have closed up along with the time cracks at the end of Doctor Who's 2010 season, but whether it'll be addressed on screen remains to be seen.

Not to mention the fact that Torchwood's headquarters were blown up by the British Government in the last series. The promo's for "Miracle Day" have shown one of the characters asking on the phone to a colleague (I assume Rex) if they knew what Torchwood was. Then Jack shows up in the clip :)

Ooh, that too. And the Torchwood Archive. They're supposed to be public enough by next year to be mentioned by Huw Edwards in a BBC news bulletin in connection with the Olympics - just like Harriet Jones was supposed to be PM for three successive terms.

the reason was explained in the first episode. not going to reveal it in case someone hasn't seen it and wants to watch spoiler free. in any case my question's been answered.
