Seeing as the ship was Galaxy-class and supposedly modern for the TNG era, having its registry be lower than the TOS-era Republic's made no sense whatsoever.

Well, at least as much sense as having the hero ship sport a registry much lower than that of the Excelsior...

One of the endearing aspects of TOS was that our heroes were not flashy space adventurers, but rather mundane space workers. Their ship was nothing special, and the backgrounds of the characters were nicely pedestrian as well: a farmboy, a country doctor, a runaway kid, a long- and hard-working career machinist...
TNG was in many ways the exact opposite, everybody aboard a celebrity or overachiever. It would IMHO have helped a lot to show that Starfleet operated other "legendary" ships in addition to the hero vessel, had other competent personnel on its payroll, that Starfleet in fact existed outside the walls of the hero vessel as something more than a mere name-drop.

But we never saw any of the other Yamatos in TREK and Starfleet for us to have a frame of reference.
Without having seen other ships with the same name, it sort of made the nod-and-wink hull reference meaningless.
Besides, I think Roddenberry and the producers once said the Enterprises were basically the only ships left in their universe with numbers that low.
