That character came across as Weyoun Lite to me. Although, the make-up job was just an alien forehead bump, and the costume he wore was kind of similar to Weyoun's anyway.
On a semi-related note, JG Hertzler totally rocked as the old Hirogen wrestler in that episode.
For all that DSC gets wrong from an aesthetic standpoint it gets some things right. The Andorians are one of them.
PU Shukar will be in Sunday's episode. I'm very excited to see how he will differ from his MU counterpart (also: sadly somehow rules out him being security chief of the Disco next season)

The Andorian appears to be the the Prime version of the one at the rebels camp too.
Can we assume that he's probably in the security branch.. beaming over to secure the bridge before the bigwigs beam over???
Shukar would be a great security chief for Discovery, especially since their current one might be out of commission for awhile.
