That seems unlikely. Too far in production.I think the producers saw the complaints of the Klingon redesign and decided to make a more traditional Andorian
Sarek, Mirror Voq and that Klingon on the right are all wearing the same logo/badge on their outfits. So is this a meeting between the Mirror Universe Vulcans, Andorians and Klingons (and possibly Romulans)? I mean, there's Sarek right there with a friggin' goatee.

The Tellarite is a huge upgrade from what's come before. Tusks are awesome, they're far less cartoonish.
The Tellarite "reimagining" is pretty unimaginative IMHO. Those silly tusks glued on the cheeks make him look like another one of those TNG (and VOY) Nausicaans/Chalnoth/Kradin type aliens (but bald) we’ve had on Trek since 20-30 years ago.Clearly the love child of a TOS movie Klingon and an ENT Tellarite.
Looks like the Romulan Empire to me... perhaps they're one and the same??I'm guessing it is the emblem of the rebellion.
Tellarite in the article as well
