If the spoilers of the Countdown #4 are correct, both Nero and Spock end up in the 23rd by accident. This means neither Nero’s Narada nor Spock’s “Jellyfish” are specifically designed or capable of time travel themselves. Spock could find a way to time travel if he wanted to, but Nero’s stuck.
