Actually, Nero was on one of the pieces of ship that broke off during the implosion, so his fragment kind of drifted into the black hole, and since he didn't calculate it, he got thrown to some random location, jumping between times, "out of time".

Eventually he found some technobabble solution to stabilize and communicate with time periods, and he started to get his revenge on the entire Federation... AS FUTURE GUY!

It looks like -if- Nero did survive, which is possible, and was put sometime in the future (or past), then I doubt he could do anything worthwhile to effect the timeline since the Narada was totalled. I think he'll just stay dead, but I really liked him as a villain - not perfect, but he got the job done and I really liked Bana's performance, wish we had seen the Klingon scenes.
