Need help with interactive website! (flash?)

Okay, basically I'm going to be working on a project. It's going to essentially be a map, and on mouse over I'll need information and links to come up in a box over top of that area. What would be the best way to accomplish this? Flash? Could it be done using standard HTML? I can handle the graphics (and I'm a quick study for new programs). I've never really used Flash all that much-- how is the learning curve for a project like the one mentioned?

Thanks for any help guidance on how to pursue this further.
 
I'm pretty sure that pop-up stuff can be done in JavaScript. I haven't done it myself, so you'd have to Google it yourself. That'd probably be a 'lighter' way of doing it, and probably a bit more accessible than Flash.

It can't be done with pure HTML. It can be done with CSS (this I've done). The downside to this method, as clean as it may be, is certain browsers out there can't handle the CSS required to make it work.
 
The learning curve for Flash can be very mild for the vector design, or incredibly steep for actionscript. But for what you describe, using CSS seams to be the easiest way of doing it.
