NCC-1701:will decks 2 and 3 have the massive telescope in it

I still have the Franz Joseph designs from 1975. I got them for Christmas that year. i have had them put away for ages on my bookshelf next to my old Physics texts. Will the NCC-1701 have the huge Telescope that was in those designs on decks 2 & 3 ? The same area of the ship became the Officer's lounge in the first film.
It would be a good plot device in the movie for young Spock to be involved with.
