Is ER having 13 or 22 episodes next season?

This lineup is nearly as bad as Fox's. Heroes, 30 Rock and ER probably will be it for me.

ER is pretty serialized. It still pulls good ratings by NBC's pathetic standards, but repeats of serialized shows do badly. So NBC has been running tryout series instead of reruns for a couple years now, I think.

I think Medium should be a Fall show with 22 episodes instead of a midseason relplacement with 12 episodes.
