Name that Film

Actually the more I think about it the more I get a curious Danny Kaye vibe. Is it Hans Christian Andersen?
 
Not Hans Christian Anderson, but you're definitely on the right track. It has a very similar vibe.

eta: and yes, she is a cat.

I was going to say Babes in Toyland but that was B&W wasn't it?
There was a color version in 1961 with Annette Funicello and Tommy Sands, and a TV version with Drew Barrymore in 1986. But I don't think that pic is from either film.

Glad someone finally got it. I loved that movie when I was little. It seemed to be on TV all the time.

Okay, hint number 1: It's a Hammer film from the Sixties. Nothing with Dracula or Frankenstein in it.

You got it. I love that picture -- a totally bizarre mishmosh of a motley group of passengers on a leaky tramp steamer, flesh-eating seaweed, rubber monsters, descendants of Spanish Inquisitors (All together now: “No one expects the Spanish Inquisition!”), and brassy blonde Suzanna Leigh wearing approximately half a dress.

My favorite line is when the Captain says: “Now we go where the weed takes us.” Considering the trippy nature of this movie, I don't think he was talking about seaweed.
