I know that there have been a lot of novels about the Excelsior and I was wondering if the alien bridge officer on the Excelsior has ever been given a name and a species in any of the novels. I'm talking about the one who had a crest on his head. He looks a lot like an Algolian.

Memory Alpha doesn't give either the character or the species a name, but does point out other aliens that seemed to have the same look, and says that they look like Algolians but are not them.
That's all I've got. I don't know if the Lit has expanded on them at all - of the various names on Memory Beta, none of them seem to match the description of that character.

Tower of Babel strongly implied that the various races who share the basic make-up first used for the extinct Promellians (including Algolians and the unnamed but apparently Federation-affiliated species being discussed here - although they could in fact be Algolians) are descendants of lost or enduring Promellian colonies.
