Is that for rapid growth? I've seen those signs but never knew exactly what they mean.
A Ville Fleurie means, literally, a flowery city, ie a city that is attractive, has lots of flowers, plants and trees. It's what a lot of travel guides use to describe pretty places for tourists to visit.
So, if you have a TON (I was going to say "crapload" but that doesn't seem appropriate) of parks, you get the little "award" of being named a ville fleurie.
