You left a comment for me so I thought I'd answer here as best I could. Please forgive me if you already know this.

If you visit the city with /xml you'll get this:

You'll see that both unemployment and transport need attention. You could then give to either.

If everything looks fine, I just give population.

I also noticed their once daily visit resets at 6pm Eastern.

Just append /xml to the url.

That doesn't count as a visit. Then you can change to what you want to give.

I've got quite a few I'm doing right now. Tough to keep track of. I'm thinking I might use http://del.icio.us and create a selection to keep track. That way I can also get to it from work and do double the visits.
