Bashir was kind of annoying in the first season. However, he turned into a very complicated character as the show progressed.
 
Of this list I would say Jake was the most underrated. They practically forgot about him for long stretches of the final season. Though I would argue that happened in other seasons as well.
 
It was good to see a human character who didn't want to join Starfleet. The problem is the whole writer/journalist angle was largely irrelevant and that's basically what Jake became. If he'd shown interest in a career that would draw him into the main plotlines he might have been a more integral character. Maybe he should have worked at Quark's. There was never any shortage of material for Quark as he got to interact with every main character all the time with the possible exception of Ben Sisko.

I think there might be something to this. Though they could've made him a war correspondent and that would've put him in the action, on the front lines and given him more to do. Also it could've created some conflict between Jake and Sisko, with Sisko obviously concerned about his son's welfare. And maybe even the Dominion would be gunning for Jake as the son of Sisko.

To me Jake's near erasure from the series was a fail on the part of the writers. I mean, come on if a fan fic guy like me can come up with that for Jake, they should have. Or could have. But maybe Jake wasn't that interesting to them. Which is strange since Jake being a writer could've been a surrogate for the writing staff.
 
I voted for Quark. To me he is the most interesting character on DS9 but O'brien is the most relatable.

Maybe it was the actor's choice to appear less and the writers hands were tied. Jake barely appeared in the last season. I don't think he had even one centric episode.
 
Rom. Married Leeta and became Grand Nagus. Was just Quark's idiot brother. There should be a poll about guest characters as well....

I don' think it was Lofton's choice. I recall reading something from that time where one of the creators admitted that Jake got lost in the shuffle.
