Most Disliked Delta Quadrant Aliens

I can see tolerating the Vidiians over the other ones.

The Vidiians were literally being eaten alive by the Phage, so it becomes a desperation issue. I thought their plight was brilliant because you have a built-in moral dilemma for that race.

The ones from "SCIENTIFIC METHOD" were basically just experimenting to get some results faster for various issues. Their need was not as dire as the Vidiians'. Plus they were being sneaky about it.

OK I must dig this episode out because I can't remember watching in full.
 
I think it depends on how I look at this question.

As for the worst species, I think to me that would be the Kazon, and neither did I like the Malon very much- much like the thread opener. They're both a bit of sorry species, not being able to solve their own problems, lagging behind the others. Strictly speaking the Ocampa would fit that, too, but at least they're nice and they don't cause problems for others.

As for the least sympathetic species, I probably would nominate the Botha, even if we only ever meet a single member of them. Even after being defeated, he was still mocking Janeway:

JANEWAY: Why did you do this to us?
BOTHAN: Because I can.
JANEWAY: Is it just telepathy, or is there technology involved?
BOTHAN: Does it matter?
JANEWAY: Oh, it matters to me, because I don't intend to let you continue preying on others.
BOTHAN: How would you propose to stop me?
JANEWAY: We could destroy your technology. Or adjust your brain wave patterns to prevent telepathy. And then we could turn you over to the government of Mithren. We could even keep you confined in our brig behind a force field.
BOTHAN: I'm sure you're very well-intentioned, Captain, and I'd like to be able to accommodate you but you see, I'm not really here.
(The Bothan vanishes, followed by the three spaceships.)

The Botha are definitely one of Trek's most dangerous villains. For a one off appearance they left quite an impression. Almost criminal we never got some follow up. The Voyager crew were fortunate not to have run into them more because I don't think they would have survived another encounter. (In the fictional universe speaking of course.)
 
Actually, I prefer the mystery ending of "PERSISTENCE OF VISION". Like TNG's "Time Squared", it helps keep the wonder and danger aspect of the universe. Not everything should be explained by the end of an episode... space is too vast to have a definitive ending or explanation at the end of every episode.
