I found Rom to be the most annoying. Leeta was equally annoying, but she had capital knockers that I could stare at. Much like Quark did.

Look, he's a really really bad guy with glowing red eyes no less. Look he's a loving father. Look he wants to conquer the galaxy. Look, he wants to wipe out the Bajorans. Look, he looks like a Bajoran. Look, he dated Kira's mother. The list goes on, but alas I can not; I'm too annoyed.

But mostly the damage was in S7 and it was the writers' fault anyway. For a truly annoying character, both writers and the actor must be implicated, otherwise I have to deduct some points in sympathy for a poor actor being forced to recite garbage like WE MUST RELEASE THE PAGH WRAITHS FROM THE FIRE CAVES!!!!! 
Yeah, gorgeous. And shallow, dull and annoying.How could Leeta be considered annoying? She was too gorgeous.
