I found Rom to be the most annoying. Leeta was equally annoying, but she had capital knockers that I could stare at. Much like Quark did.

Winn, most definitely. I like all of the others, even Keiko when I'm in a good mood.
How anyone can find Weyoun annoying is beyond me. I think he's such a cool character. So is Zek.
But oh well, it would be boring if we all agreed.

I already voted but was surprised to see the response to Kai Winn...sure we all knew she was duplicitous but did that really make her annoying?
I found her to be a compelling character and regret she didn't get more screen time. The way she graciously talked down to people and beat about the bush to get the questions answered she didn't want to ask...what a great actress for a sci-fi series...priceless.

Zek for me. As said above, the all Ferengi episodes were my least favorite, and Zek was my least favorite Ferengi.
What, no Dukat? Now THAT was an annoying character. Look, he's a bad guy. Look, he's not such a bad guy, he's just misunderstood. Look, he's a really really bad guy with glowing red eyes no less. Look he's a loving father. Look he wants to conquer the galaxy. Look, he wants to wipe out the Bajorans. Look, he looks like a Bajoran. Look, he dated Kira's mother. The list goes on, but alas I can not; I'm too annoyed.

Who could dislike Weyoun?? It's because of DS9 I got into the re-animator series!
As for Wynn - I liked the casting of nurse Ratchet for her character - you knew they weren't about to redeem the character after bothering with the actress - but I thought she gave some depth to the role.

Darn! Voted for Ezri before I saw Keiko.
Easily Keiko for me. As far as I am concerned she is the second most annoying character in the whole of Trek (kes is the most annoying but this isn't the forum to speak about her).
I'd have to go with Bashir ... and not just in the first few seasons, but throughout the series run. If anything, he became more insufferable once his "smarty pants" powers were revealed. Bashir is the perfect example of a "poor little rich boy," intellectually vis-a-vis fiscally, and one of the few DS9 characters who really never merited any sympathy for his "plights."
It says something interesting about either O'Brien's tolerance or his innate masochistic tendencies that Bashir is his best friend, and Keiko O'Brien, who's also monumentally annoying, his (fish)wife.

Weyoun and Winn weren't annoying, they were great characters.
But mostly the damage was in S7 and it was the writers' fault anyway. For a truly annoying character, both writers and the actor must be implicated, otherwise I have to deduct some points in sympathy for a poor actor being forced to recite garbage like WE MUST RELEASE THE PAGH WRAITHS FROM THE FIRE CAVES!!!!!
