Mayweather and Kim, the biggest slouches in the galaxy?

The problem with the whole Kim/Mayweather thing is not the actors. Face it, if the actors weren't very good, they wouldn't have been cast, would they? No.

The problem was with the writers who didn't know what to do with them. There was plenty of potential for those two characters - actually, for the two series as a whole, but the writers/producers never took any risks, never took any chances on them, and the characters became stale.

The blame can't rest on the shoulders of the actors. It must lay with the writing staff!

I don't think that's a given.

Look at Garret Wang in season 1 of VOY, his delivery is terrible. Awkward to the point of it really standing out among the performances of the other actors. He grew over the years, but when he was cast he was simply bad.
 
The same criticism has been made of Terry Farrel, to a lesser extent... by herself! She said she was awkward in delivering the lines to begin with, particularly the technobabble monologues, and that she fell foul of the directors once or twice!

I don't think that makes them bad actors though, it's just an acclimatisation process.
