...Rios or one of his MHNs is actually the doctor, who changed his appearance to hide from Starfleet and the Federation?

This possibility came to my mind after watching "Stardust City Rag", because of what's been said about Robert Picardo returning in Season 2.

But in the unlikely case this is true, wouldn't the doctor have revealed himself to Seven? After all he was in love with her.
 
Not for me because I prefer Santiago Cabrera - also for a lot of viewers, this is their first Star Trek and he might be one of their favourite characters and for a reveal to be "this is this old-timey character" I think is not great for these fans.
 
If Rios is actually the Doc, that would be the height of hypocrisy in treating his fellow holograms like holo-dirt. I'm going to vote "no" on this one.
 
Trusted sources* told me that every one of Rios' holograms is secretly one of the sentient holograms from the nineties- The Doctor, Vic Fontaine, Moriarty, etc.

They can't directly confirm this on the series, of course, because Kurtzman hates 25% of Star Trek.

If this is true, the Doc sure did trade up appearance-wise. Rios is very pleasant on the eyes.
