I am continuing work on my thesis paper regarding the 21st Century tyrants and I am having trouble with the exact reasons for the vilification and eventual overthrow of Li Quan. Although I have found citations in Starfleet records about the Las Vegas Rebellion many of the records are mere fragments from the era, probably due to the large-scale usage of nuclear weapons around that time. I know you have access to the Vulcan database through your work aboard Space Central. I was hoping you could help me out.
We know Li Quan held the so-called Time of Trials after the war and was generally considered a right sodding bastard but the details that passed him from living person to loathed legend are hard to discern. Despite attempting to abolish legalized gambling in the then-United States, what little I’ve uncovered hints that he committed far worse atrocities against the general populace that survived the war. Also, I’ve stumbled across references to a warlord named Krotus in some of the records. Whether or not he really lived and had ties to Li Quan is a bit murky. Fortunately, others like Khan Singh and Col. Green are better documented, so the majority of my thesis is nearing completion. Any help you could give me regarding the things I’ve mentioned would be appreciated.

Sorry to disagree, Ted, but as often happens when dealing with the fragmentary records of the time leading up to the Third World War you got the answer only partially right. Based on new evidence dug up from a cache discovered under the ruins of a house in Malibu, CA which once belonged to a now-forgotten 20th Century actor named Stallone we can make an honest assessment about Li Quan (or Lee Kuan, as he is sometimes known).
Li Quan is best known for the post-Atomic “trials” he engineered wherein the accused(falsely or otherwise) were often subjected to a heinous treatment known as “the comfy chair”. He seized the role of the Presidency of the United States in 2054 and, according to the Stallone Papers, immediately ordered that all male children under the age of six be painted blue(No one really knows why). When he attempted to shut down Las Vegas with the argument that “the bright lights hurt his eyes” in late 2054 the citizens rebelled. This culminated in the infamous Battle of Las Vegas in November of that year when rabid gamblers held off what was left of the US Army with poker chip-firing automatic slingshots. The reason Li Quan is regarded with such disdain and loathing in the 23rd Century, though, is because of his insistence on re-introducing something called “ New Coke” to the general populace. Vulcan records say Krotus originally took his name from a popular pastry sold commercially in Southern Ruthenia during the mid-21st century. The pastry itself was composed of a combination of gluten, sugar and vodka, which explains its wide-spread consumption.
Krotus himself was an odd man, often given to fits of philately without warning. In the aftermath of WWIII the Internet was in shambles and most countries reverted from e-mails to old-fashioned paper correspondence. Krotus seized the moment, raising an army of stamp collectors, and swept across Southern Europe. His forces captured post offices throughout the land, throwing general chatting and long-distance romances into chaos. For the better part of two years, Krotus reigned with an iron fist and a perpetually dry tongue until émigrés from India re-established the Internet and overthrew his tyranny.
