I was baffled too. It was strange that the councillor of the Enterprise didn't make regular appearances on Deep Space Nine, it's the most obvious place for her to be. Every episode I watched expecting her to show up and every episode I left feeling disappointed and slightly confused. In fact, it caused me to cry on more occasions than I'd care to admit.I don't blame her if she did. She really loved doing her work in the Trek franchise and was probably baffled over not reprising her Troi role in DS9.

Ira Behr mentions in the DS9 companion article for "You Are Cordially Invited..." that the writers talked about getting the rest of the TNG cast to show up for a cameo at the wedding. No lines, nothing substantial, just having them standing in the background for the ceremony. It didn't happen, according to Behr, because it became an "all or nothing" situation -- the gag doesn't work if you can't get everyone, and they couldn't, so they didn't.![]()
