Making Skype Phone Calls (not Video Chat)

I am living in Russia now and I want to use Skype to call people via phone back in the United States. I might have to reach people on their mobile phones or call various companies back in the States. So, I went to Skype to try to find the prices. I went to "Prices" then "Pay By Month" then under the "Call a Single Country" option, I choose "United States." You can see what I saw on the following link:

Do you think that the prices Skype quoted me are really anywhere in the world to United States or just calls withinthe United States???? The price is really cheap and I don't know if I am misreading the quote.

^ Never mind, I found an answer to the question. I checked prices from Skype and it gives me a different quote for calls to the US than it does when my sister looks for calls to the US (she's already in the US).

Looks like the prices change based off of where you are. I wanted my sister to log on as me and make the purchase for me, but it looks like she can't. I wish that wasn't the case...

You do know you can use Skype to make phone-to-PC / phone-to-phone and PC-to-PC calls FREE of charge, don't you?
