He was only in 2 episodes before fading into obscurity, but I thought Lt. Kevin Riley was a good addition to the Enterprise crew.

Yes, he was an interesting character.
He probably could have been a semi-regular as Scotty's engineering assistant.
He did a lot with what he was given to work with. Surprisingly though, he was never asked about being a regular character.
He definitely struck a chord with the fans, though. His autograph line was a mile long when I saw him at a con.
That is cool. He moved on to bigger things after Trek. He is a university professor in Minnesota.
According to Memory Alpha, the role in "Conscience of the King" wasn't originally written for Riley... they renamed the character to Riley after Hyde was cast. So it looks like Riley was just originally planned to be a one-off guest star character.

I swear that during the production of ST:TMP that a "new" Lt. Kevin Riley was to be in the cast. Or maybe I'm thinking of ST:Phase 2. Or maybe I'm just hallucinating.

I certainly enjoyed his character and would liked to have seen more of him. He has appeared in Star Trek literature so he certainly wasn't forgotten.
I suspect Kirk had Lt. Riley permanently assigned to cleaning the Deck 12 toilets.

In the books, Riley eventually becomes a Federation ambassador.
(Ambassador Riley actually shows up in my next Trek book.)
I wonder if the Chekov character would not be necessary if Riley (a younger, popular male) was held over as a recurring part?
I didn't mind the Riley character at all, but I'm glad they didn't do more with him. Given how much Star Trek touts diversity, adding yet another white male character to the mix would likely have resulted in even less for Sulu and Uhura, who one could argue were already very limited by comparison.
