I've noticed this problem as long as I've owned the DVDs. I don't know why I'm posting it now, but I was just reading the Trekmovie.com review of the new complete set, and when they mentioned the SQ and the dialogue, I thought about it again.
On both the TNG and DS9 DVDs, in both 5.1 and stereo, the volume of the voiceover in the log segments is much louder than the rest of the dialogue. It's mildly annoying when I'm watching late at night with my wife asleep in the next room. I'll be watching at a moderate volume, when all of a sudden, Patrick Stewart's voice comes booming out of the speaker.
I can't remember noticing it on the original broadcasts, but that was back in the day w/ poor mono sound from a tiny speaker on the TV.
