Harvey Keitel has been a movie star. Foils have to shine less than their counterparts. Therefore, Keitel is not the foil.
How do you rationalize this with Glenister's portrayal of Hunt in the BBC version?

But have any of you here heard that Life on Mars in not on the midseason ABC schedule after all. Any speculation as to what that means?
Could it be that the front 11 will run straight, and then the back 11 will return Feb/March?
 
1.) Glennister's Hunt may have been Tyler's foil, but I don't see how that has any bearing on the US series, especially since most of us haven't seen the UK version.

2.) The Unusuals is now scheduled after Lost.
 
As Glenister's Hunt was Sam's foil, and widely outshined Sam, I would think your statement about foils not outshining their counterparts to be erroneous. Further, as this is an adaption of the BBC series, it would make sense to expect the characters to fall into comparable roles, especially since it was initially sold and set up that way.
 
I was under the impression that a "foil" was a character who acted as the lesser opponent who made the star look good. That's Imperioli, not Keitel.

But US TV is notorious for changing things in adapting UK series.
