Wouldn't Stoat have been in jail and unable to get to Goren's desk?

Depends on how long the rat had been there. Stoat could have left it in the desk earlier, before he was arrested.

If it had been there any length of time, everyone would've known it was there from the smell alone. It also didn't show any signs of decay. Clearly it had to have been placed there recently.

The rat could have been fake.
 
Then that would have been pointless. It was a real rat.

I agree that it was someone in Major Case, but obviously not Eames (and I don't think it would be Logan or Wheeler either).
 
Well, Fallaci could've put the rat there. Why do you think she's not around next episode? ;)

Or, more likely, it was... Brian Cassidy, SVU. :lol:
 
Yeah, I could see Falacci doing that, but I don't care since I don't like her and she's gone anyways.
 
Major Case must be a bunch of pricks. Dirty cops have been taken down on the mothership before, and nobody ever bitched about rats. Not this badly, anyway.

Well, I doubt Goren has made a lot of friends in the MCS. There are probably a number of people there who already think he's an arrogant weirdo, so this would've just intensified whatever animosity already existed.
