Potentially, yes... I was really thinking about it from as much a 'save the people' standpoint, so apologies for less clarity...but by knowing that the pesky star which resulted-according to the writers' reasoning-in the loss of an entire world could-conceivably-at least enable actions to be taken to prevent the deaths, and there would be more than sufficient time for that to take place...and yes, assuming all the ducks are in a row, and the Romulans believe this will actually occur-granted, it'd take some convincing far ahead of the event, etc...and sufficient relations to foster that trust with the UFP. Prime Spock had access to the 'Red Matter'-nebulous and unknown stuff that it is-in the PU...who's to say it couldn't be used once more, or some other idea in the many, many years beforehand....after all, it's Star Trek, limited only by imagination...
