Killer escapes prison

Since there us no thread about this, I wanted to post it. Here's the snot who laughed in court as he was being sentenced for killing three students at a cafeteria a couple of years ago.

How does someone like this escape? I wouldn't be able to escape from the cops simple for trying to get a few of what is happening behind a fence.

He oddly wasn't in a maximum security prison. While plenty of people are usually no risk, he had continual disciplinary problems in addition to the nature of the crimes for which he was convicted of. Really makes no sense that he wasn't subjected to higher security. I'm not saying he needed 23 and 1, but certainly walls that aren't possible to scale without being noticed by armed guards.
 
^Actually, he was in the Max Risk section of the prison with 23/1 detainment. [23 hours inside a cell/1 hour of recreation, for those not familiar] This makes the escape of not one, but 3 inmates, inexcusable by the prison.

Lane and his fellow escapees should be moved to a Maximum Security prison. Obviously, this one cannot hold them.
 
If need be there are "super maximums." You never leave the interior of the building on a typical day, you rarely/never see another prisoner face to face, even the exercise yard is just a larger room inside the prison.
