Was this the actor in the "hover harness" in Season 3?

Yeah. He played several important roles on Star Trek: Discovery, in fact:
  • Kol, the main antagonist of Season One and Klingon leader during most of the war
  • Kol-Sha, Kol's father who tried to launch a coup against L'Rell in the Season Two episode "Point of Light"
  • Tenavik as an adult, the son of L'Rell and Voq/Ash Tyler and guardian of the time crystals on Boreth in the Season Two episode "Through the Valley of Shadows"
  • Aurellio, the Human scientist working for the Emerald Chain in the Season Three episodes "There is a Tide..." and "That Hope is You, Part II"
  • He also provided several unnamed characters' voices in the Star Trek: Lower Decks Season One episode "Veritas"
The USS Mitchell from the Discovery Season Four episode "Coming Home" was also named in his honor.

A truly terrible loss. He became modern Star Trek's own Jeffrey Combs or Vaughn Armstrong, a virtual one-man repertory company. May he rest in peace. :(
 
While I don’t remember the exact details, I remember a couple years ago he showed up the Vegas convention and there was a moment of true happiness that filled the room. I think it was just him being there and wanting to interact with the fans despite his condition and it was one of the most courageous and brave things I’ve ever seen.

All his Discovery characters were memorable and he will be truly missed.

According to his obituary, he met his wife on the set of a 2001 movie in which they were both starring and playing love interests for each other’s characters. Their first scene was a kissing scene, and apparently sparks flew both on and off screen. They married five years later and she was by his side when he passed.

Yeah, he's the most recognisable there and that's when he sadly became terminally ill then (he got lost under the DSCO's infamously heavy Klingon makeup). Yeah, 49 is nothing these days (a 3rd notable very untimely passing for NuTrek, alongside Yelchin and Wersching).

Thanks for compiling that list, @Sci! I’m so glad they kept bringing him back after that first stint as Kol. Of those appearances I’d probably consider his performance as Tenavik the strongest and most impactful one, at least to me personally. He really managed to portray so much fragility and mystique, and through all that heavy makeup, too! His roles in Star Trek will make sure he will never be forgotten. May he rest in peace. :(
 
While he didn't reprise his role of Tenavik in Star Trek Online due to medical reasons, he did recommend his friend Sam Witwer for it and coached him on how he played the character.
 
Heartbreaking. I can't believe it's been 6 years since he appeared. He always did so with enthusiam for Trek.
 
That's sad to hear. I'm going to miss his "Prime Lorca" impression.
