I wouldn't exactly call Shelby brash and arrogant; she was definitely very driven in BOBW, but I never got the impression that she only cared about her own advancement.

If I remember, Riker called her brash and arrogant, but it was "nothing he couldn't handle." She was definitely driven to overlook proper channels or chain of command. Looks like brash and arrogant to some. Or maybe it was the admiral who called to suggest Picard give her some room who mentioned that some might think her brash and arrogant. (Or I'm just completely wrong about the whole thing.)

I’d say these kids were looking to prove themselves worthy of their lofty status as members of Red Squad. They just believed their own press.
