Well all I have for you now is a tease... this is the first draft of a structure to protect and display something. What exactly will have to wait. :D

Still, this is looking much more interesting.

Okay Klaus, I'll be your Huckleberry and take a guess here. Two possibilities come to mind based on what you have said so far. (1) It is an observation dome to protect and display something and (2) a hotel with a monorail.

The first suggests that this is the museum, perhaps adjacent to Lake Armstrong (referenced by Riker in First Contact) that houses what is left of the Eagle landing site (since the top half of the landing module separated and returned to the command module) from the Apollo 11 mission, thereby preserving and displaying the first steps man took on the moon.

The second, with its reference to a hotel and monorail suggests that this is Disneyland Luna (just like Disneyland Paris, Disneyland Tokyo, and Disneyland Hong Kong).

My bets are on the first; it just feels more in keeping with this month's theme. Although, the idea of what an amusement park (or planet, Risa excepted, of course) in the Star Trek universe is interesting.
 
...Some greebling for the hotel complex and Axeman's nifty type 17 shuttle model for scale -- which necessitated making the complex wider and moving it a bit away from the dome.

I wouldn't mind seeing a Disneyland Luna ... ;) I would imagine it something like this:

Moon Rover Ride Narrator: No one really knows when, where, or how man landed on the moon...
Fry: I do!
Moon Rover Ride Narrator: ...but our Fungineers imagine it went sometihg like this.
[Animatronic whalers emerge from a lunar lander]
Animatronic Whalers: [singing] We're whalers on the moon.
Animatronic Gophers, Animatronic Gophers: We carry a harpoon.
Animatronic Whalers, Animatronic Gophers, Leela: But there are no whales, so we tell tall tales and sing a whaling tune.
Fry: That's not how it happened.
Leela: Oh, really? I don't see you with a Fungineering degree.
