Zak Penn wrote the screenplay. I'm sure Whedon will tinker with the script. At the Comic-Con panel, he mentioned he was still writing the outline, meaning a new draft of the script will likely be summoned.

Obviously I’m going to bring some of myself to it. I’m an artist who wishes to create something that comes from within, but at the same time, yes they have an established tone, I’m going to be respectful of that. I’m culling things from all these different movies, I have to blend all of that. Ultimately that would result in something unique anyway.

When are they supposed to start filming? If The Cape is a hit, she probably couldn't do both unless she's willing to work 20 hours a day like Clooney did when he was on ER. But since she's not Clooney, I doubt either the movie or the TV show would bend over backward to accommodate her.
