There's no evidence (that I'm aware of) that Leyton faked the Antwerp bombing. It really was a Changeling that did it.

Leyton wasn't responsible for the bombing...the bombing was responsible for him and his actions.

He had no idea of the intrigues being played behind his back in 'Homefront/Paradise lost'.
Then there are all the suicidal federation policies sanctioned or decided during TNG.
