Janeway's plan to get through Romulan and Klingon Space.

Lets just assume that there would have been at least 15 years, if they hadn't found any shortcuts, where Janeway and Voyager had to spend a very long time cruising through Romulan and/or Klingon space. Depending on how difficult these two space buggers were being, she might hug the borders and constantly skip between the both intemperate hateful locales.

Even in times of peace, the space(hill)billies are going to take a hallpass when they see a Starfleet vessel behind enemy lines and declare open season, and that's just hicks in the boondocks, if the actual authorities cotton on, they are not going to be happy about this "invasion".

1. Holographic hull/Jiggered warpfield to appear Klingon/Romulan to any one scanning, or even looking directly at Voyager.

2. Surgically alter the Crew to seem klingon or Romulan, but really depending on the course they take, the crew could be constantly under the knife, unless again they use "holosuits" to maintain their disguises, of they surgically alter themselves to look like a species trusted by both the Romulans and Klingons who is "free' to wander between both empires.

Maybe the night shift are Romulans and the Day shift are Klingons?

So the real question is: Is Harry going to get more tail as a Romulan, a Klingon or a human?

The Romulan Star Empire might part, but the Klingons are ####ing crazy.

How far is Janeway willing to go to continue her illusion that she is Borg?

Will she order Icheb and Seven to assimilate Klingon antagonists?

Or is she going to put them into stasis, replacing them with holograms of Borg?

Or superficially surgically alter Klingon prisoners of war to appear to be Borg, while pasting false personalities on top of their real lives (Like in he killing Game) so that they think that they are Borg when they are not?

If the Borg get wind of this false Borg Invasion, you think that they might be a little super-pissed?

I was wondering why 7 + Icheb couldn't use their Borg knowledge + creativity to just get it done?

But that's how you bunny hop over Klingon space.

I'm more interested with how they survive it for a duration.

What if Janeway married into a Klingon House?

No. I think being Janeway's chief engineer is more important. What does Chakotay do anyway? LOL.
 
First Officer's job is to manage the department heads who manage the entire crew. Which means that it's the First Officers job to manage the crew. Human Resources.

If every thing is alright, it's alright, if there's a problem, he tells the Captain.

First Officer and the Counsellor also handle promotions and crew assignments/transfers. Does that mean that he confers with the EMH or on such a tiny ship are promotions handled differently? Methinks Janeway has a personal hand in growing her crew/family more so than Picard who had a thousand people under his command, at least half of which were probably always just coming or just going.

Or at least the XO makes strong recommendations and then the Captain rubber stamps those suggestions unless he or she has skin in the game.

Cmdr Tucker on Archer's Enterprise was the First Officer and Chief Engineer "briefly" before his girlfriend took over.

Both Spock & Decker on Kirk's Enterprise were First Officer and Science Officer.

Riker had to step down from the job of First Officer when Kurn was transferred onto the Enterprise... But what actually did Riker do then if he didn't have a secondary position to fall back on now that Kurn was doing every thing that he used to do? Ditto for when Jellico shitcanned him and Data took the job of First Officer. Although when Jellico fired the monkey, it was pretty clear that Riker just went to his room to weep into his trombone.
 
I'm sure Janeway would have squeezed every last bit of advantage from that kuvah'magh line of bullshit. Show the baby, wave the bat'leth around, and count on Klingon gullibility (always a safe bet). She wouldn't convince everyone, but enough so that the ones who weren't buying it would just let her through to avoid a headache.

As for the Romulans...why not just steal a cloaking device? She was able to heist Borg technology with little effort; the Romulans are nothing. If Troi could outwit a ship full of Romulans with no trouble, then The Janeway/Seven tag team would be able to run rings around them.
 
Romulans should be able to see through Romulan Cloaking devices with minimum effort, and Klingons should be able to see through Klingon Cloaking devices with minimum effort. So they would need two cloaks. A Romulan Cloak to use in Klingon space and a Klingon Cloak to use in Romulan Space.

But there's the treaty of Algernon to consider. The Defiant has a special exemption to use a Klingon Cloak only in the Gamma Quadrant while fighting he Dominion. No other Federation Star Ship is allowed to use a Cloak for any reason anywhere else in the universe. You'll notice that Sisko doesn't really abide to the letter of his exemption much, and Cloaks the Defiant in the AQ all the time.

If the Federation is caught using/experimenting with Cloaking technology, it means that the Romulans go on a warfooting... Actually, how contracts work that would be pretty a pretty shitty contract. I'm guessing that there's a penalty for ignoring the treaty, probably some massive contested area that only stays uncontested by the Romulans in exchange the Federation pretending that Cloaks do not exist. Considering how diplomatically embarrassing it would be to have been caught with their pants down, it's likely that the Federation would just hand over these Hypothetical regions because they lost the moral high ground if they were caught being disreputable dicks. The Federation getting back 15 star systems they technically lost in the Earth/Romulan War in exchange for ignoring cloaking tech for only as long as they continue to embargo cloaking technology.

Look how much of Germany that Germany had to apologetically give away after World War One!

Point being is how many Star Systems did Picard lose the Federation by owning up about Pegasus?
 
At a certain point in the series, we know Starfleet knows Voyager is out there. It stands to reason that Janeway would inform Starfleet Command as they approached either Klingon or Romulan territory.

My money would be on Voyager traversing Klingon space, only because they've been allies to the Federation. But even if Voyager wound up traveling through Romulan space, it's not like it'd be something top secret or unknown to Starfleet. If anything, Starfleet might well have requested to send an escort along with Romulan ships to meet Voyager to escort them back through to Federation space.

Ultimately, it's not something we will ever know, but common sense would seem to prevail.

Though, I can think of about a dozen tantalizing stories already that could be milked from just such a setup and am now kind of sorry we never got to see any of them.
 
The Klingons have been in space since the 1600s. The Romulans left Vulcan in the 4th century AD. It's likely that it could take a decade or more to bisect either of these empires at regular warp speed, and if they could prove after the fact, that Federation ships were criss-crossing their homespace invisibly at transwarp speeds, that would allow for accusations of trespass and complimentary fines and/or penalties forth wit too. Federation relief ships might have caught up with Voyager eventually if Voyager hadn't found a shortcut, so it's possible that unless they were bastards who screwed over everyone they met, that following the same way back they took to get to Voyager is completely negotiable.

From what I understand, it has not been easy, but I want you to know that a lot of people here are very proud of what you've accomplished. I also want to assure you that we have not given up finding a way to get you home. We've redirected two deep space vessels toward your position. If all goes well, they could rendezvous with you in the next five to six years.
So, either those ships had already negotiated passage through the Klingon Empire and the Romulan Star Empire, which establishes presidence Voyager can cash in on, or they had already spent ten years going around "enemy" space before new good relations were establish post Dominion war.

It's also possible that a world, or worlds in the Beta Quadrant on the other side of the Romulan and Klingon Empires had petitioned and received membership totally via subspace radio, just to piss off the Romulans. Put a ship Yard and a star base there 15, to 20 years from Earth, and the Romulans are surrounded, plus it opens up the Delta Quadrant to Federation expansion.
