She does tend to get sugggestive with her hands now and again, though: 
I also hated the jammies. I came late to Voyager and when I saw that episode late in my Voyager viewing, I thought, "what the hell?" It's completely out of character for someone who might have to make a run for the bridge in seconds. She'd sleep in a Starfleet Academy t-shirt.
It's another of Jeri Taylor's efforts to prove that Janeway was a 'regular' girl. It reminded me of how when you watch women's sports on television they always show a feature about a player going clothes shopping to prove, they're regular girls just like you!
Very tiring. As if one thing had something to do with the other.
