Janeway revealed

NCC-73515

Vice Admiral
Admiral
She's gonna be a training hologram in Prodigy!

And now we know what a young Lieutenant or even Commander Janeway looked like. Would Kathryn have asked Zimmerman or whoever programmed this ETH to have used her younger self as a template? Or is it artistic liberties that gave us this mid-40s version of her as she appeared on her return form the DQ, but before she traded this uniform for an admiral’s greys?

Except Janeway isn't egotistical enough to create a hologram of herself "for crews who got a bit lost" (as the interview puts it). Certainly not BEFORE she got Voyager home. And why install such a hologram on a glorified shuttle?!

Nope, this is a hologram created post-Endgame, possibly by Zimmerman using Janeway's logs/interviews (whether she consented is another matter) and put into all Starfleet ships with a crew complement/mission profile beyond "diplomatic shuttle".

Janeway was likely chosen as the template for the ETH because of her hero's reputation, her motherly disposition, and her ability to sort out difficult people. Look at the Maquis, for example. Compare the following...

PICARD: Sent a deep cover operative, one of his most trusted officers, to infiltrate them... she promptly turns traitor and joins them for real. Final score: Maquis 1, Picard 0.

SISKO: Entreated his pal not to join them. Was ignored. Betrayed by Starfleet security chief who knocked him around repeatedly. Sisko stopped him... by poisoning a planet. Final score: Maquis 3, Sisko 1.

JANEWAY: Adds a whole ship's company (32 people I think) of Maquis to her crew. Has them eating out of her hand in a year. Final score: Janeway 32, Maquis 0.

So no, Janeway would not have chosen herself for the job... but Starfleet would certainly have chosen her.
