Janeway really left the Lowerdecks Ignorant.

A lack of filtering?

She was sane but grouchy.

What she said was stupid, but still a thought she would think without such duress, if not a proposition she would immediately discard as a bad idea after formulating it.

All they did was make her as angry as B'Elanna was any ordinary day that she wasn't getting some.

When Tuvok suggested flogging as a punishment, Janeway saw that she was overreacting. So was still able to command effectively, as well as grumpily.
 
she never banned sex, she asked them to use 'more judgement' about it. So they could bang behind closed doors, but not over the helm console.
 
That's what i don't understand about Warhead.

There's just two poeple on the Bridge.

Kim and an incredibly hot crewman.

As Captain she is very much like a dictator. After Naomi's birth, she and Chakotay, did discuss the idea of Voyager becoming a generational ship, they decided to hold off on making any decisions for a while.

Maybe they looked at the numbers, figured out that food supply would be an issue, and started mandating birth control.

Which doesn't make sense...because the food can be replicated...

Except that the replicator use had to be rationed because the [INSERT TECHNOBABBLE REASON HERE] and they had to suppliment their food supplies with hydroponicly grown stuff.

I'm not saying it made sense, but if food supply is an issue, then keeping the population low via birth control until a solution could be found was an approach.

No one is ever starving on Voyager - we never so much as get the impression that they have missed a single meal...
 
They also never ran out of shuttlecraft or any other supplies.

It's inconsistant writing, but it isn't impossible to explain away the no children aspect.
 
JB, replicator rationing is the only reason people had to go eat Neelix's food.

They had to constantly chose between commodities like a new pair of boots, or a replicated meal.But it wasn't a question of starving or boots. It was Talaxian cuisine or boots.

Tom even started a pool using replicator rations as currency, because the scarcity was that palpable, for which they kicked him off the ship... However by Endgame, Janeway was making her own wagers with replicator rations on even such things as when B'Elanna was going to fire her kid out.

Although in Void, their replicators got "enhanced" and were suddenly 4 times as efficient, which would have tabled most any rationing and scarcity, surely?

Replicators are energy hogs. Even 4 times more efficient they are hogs. It's better to use the lower power hydroponics bay, than the energy that could be used for phasers or shields or warp drive or replicating spare parts. 4 times more efficient was probably the best thing to happen to engineering.
