So it's a sequel with Murphy as the mentor to a next-generation Robo? I suppose they're hoping to get Peter Weller back.

The idea of turning dead soldiers into RoboCops was featured in the Dark Horse Comics miniseries RoboCop: Prime Suspect and in the RoboCop: The Series TV episode adapted from it, although there it was just a proposed project that didn't get off the ground, but was a factor in the villain's motive.

I want to emphasize that the only things we know about the project are what we've learned from leaks. There's nothing officially announced, unlike Stargate, and the Robocop cast hasn't been revealed either. Is it a reboot? Or not? We don't know. A formal announcement will probably come at Comic-Con or later. I hope it doesn't get canceled like Stargate or other Robocop projects.
