it depends on the story.
one of my dream projects would be a mini-series about a group of Marquis from the split from the Federation, or maybe all the way back to the Federation-Cardassian War, to the end of the Dominion War.
I don't think it would work as an ongoing series. I know I would like to see that, but a show that dark and depressing, where maybe only one or two characters who were in the start survive to the end, just wouldn't pull in the ratings needed, or at least wouldn't be an easy pitch to convince TPTB that it could.
as a movie, it just wouldn't have enough time to tell the story, and I really don't like it when projects like this are broken into "make this movie, then when it makes enough money, we'll tell the rest of the story in the sequels!". it usually doesn't work that way, and you're stuck with only the first chapter.
as a mini, this story would be perfect. but other stories just wouldn't work as well. they may not have enough there to tell. they may be too epic and need either the budget of a blockbuster or the freedom of an ongoing series. it all depends.
