As far as I know an SGU soundtrack wasn't released. I'm not even sure what the rights situation would be now that Joel has passed away.

There certainly hasn't been an SGU soundtrack. As for the rights, it depends on who actually owns the music. Sometimes the composer does, others the studio that owns the show also own the music. I really don't know enough to know which is the case with SGU.
