My first thought at seeing those ducks is that in my city, which is situated on a river, those ducks would have taken part in an impromptu duck race within an hour of that "artwork" being erected, no matter how well those ducks are screwed or glued down.
Apparently there's quite a lot of art on display on the university grounds, but I've not seen any of it myself. Just recently the pedestrian underpasses by a major roundabout have been decorated by graffiti artists based on drawings by children from some of the local schools. It's my favourite bit of public art in the city. There are bits and bobs of modern art on display throughout the city, but they're mostly ignored or disliked (the local newspaper had a field day with a glass installation a few years ago that was branded a complete waste of taxpayers' money, especially as it has been vandalised repeatedly). The city's main tourist attractions are the remains of the Roman city walls, the medieval cathedral and the medieval and tudor buildings that survived WWII and the post-war redevelopment schemes.

Sure, it's art. Not the profound kind, just the decoration kind. It's nice to have stuff like that around a city to brighten things up; it beats billboards and graffiti.
Art is intentional. If someone stacks two boxes on top of each other purposely and with an eye for the form it makes, then those boxes become art. If someone splashes paint with the intention of creating, the splashes are art.

If it's some-sort of designed, sculpted, painted or otherwise created piece that's intended to provoke some-sort-of emotional reaction or thought then it is art.
A lot of tense people are very rigid in what their idea of "art" is and have a much narrower view. Me, there's a lot of things that are art. Some building designs are art, some automobile designs are art, (in both we run into designs that are "art" and those that are just functional. A standard office building isn't "artistic" it is simply built to serve a purpose. Buildings with more design to them like the Sears Tower, The John Hancock Tower, the Empore State Building are art, IMHO.)

those ducks are there for surveillance purposes. WAKE UP PEOPLE ART THIS BAD CAN ONLY HAVE COME FROM THE GOVERNMENT

I agree with this.
Any definition of "art" must be wide enough to include Marcel Duchamp's Fountain. And by that standard--yes, those ducks are certainly art.
Not very profound art, but--as RJ said--they're better than billboards and graffiti. If nothing else, they're cheerful and colourful.
In Gateshead we have a lot of public art, but the most famous of all is the Angel of the North; and if some one tells me how I can post pictures on here I will show you

, here's a picture of the Wicker Man along the M5 motorway in Somerset. I see him a few times a year, and he always makes me smile.
The first Wicker Man was set on fire soon after he was completed, so this version is coated with fire retardant. The funny thing is that every time I drive by him his head is a bit smaller, because birds are using the wicker for their nests. The artist thinks this is funny, and is purposely not fixing the head so we can all see it shrink.
