That was the whole point of the episode. Captain Montgomery Scott was being treated as a RELIC of the past with no relevance to 'modern' time. Later the crew realizes that Scotty still has something to offer. It is my favorite episode of TNG.I always felt that for the first half of the episode he wasn't being treated with sufficient respect by the Enterprise crew. He was a Starfleet Captain and a legendary engineer, after all. They should have payed him the same kind of deference as they did towards Picard, if not more so. Worst of all was how the writers made him look stupid in engineering and Geordi's intolerence toward him. So, yes he might not have been a comic guy here, but they didn't take him very seriously either, at leat not in the beginning.
That is why I feel the concept of the episode is flawed. Scotty gets marginalised for no good reason and the TNG crew are protrayed as total dicks.
Scotty had been in transporter suspension for 80 years. It goes without saying that, as a result, he would not be on top of newest warp theory any more. There was no need to parade this for the whole episode. Also, even though he might have been a "relic", he still managed to save the day. So, just because he was from a different era, doesn't automatically mean he is an idiot who should be looked down upon. Thus the episode annoys me, because it misrepresents the TNG crew as ignorant biggots and portrays Scotty in an undignified manner during the first half.
