For the WIN!!! My, that was vivid.I think holograms were probably made with sex in mind. At least to some small degree. But could a woman have sex with a male hologram??

first off, you didn't catch what I said about the COMBINATION of Trekenomics and the holodeck. Nowadays, people have to worry about their jobs to provide their basic needs. Not the case in the Trekverse.
Secondly, the holodeck is NOTHING like the modern internet, nor is it anything like masturbating. It's fully-interactive three-dimensional technology, where programmed holograms are almost fully realistic within their programmed specifications.

I thought Quark's holosuites were specifically for that purpose? The early character bios and info always referred to him as the owner of the station's bar and brothel. Which is why Sisko wanted Jake to stay away from them. (You went to a holosuite with Nog?!)

Holographic characters create a whole other level of legality, morality and ethics we simply aren't equipped to deal with.
If a person is found to have created holograms for the explicit purpose of raping/brutally murder/sadistically torture those holograms, and this person is otherwise a functional productive individual in the society, what should be done?
We begun going down this road when the congress instituted video game ratings thanks to the GTA series. It is a problem when people start to blur the line between fantasy and reality.
So I envision the holodeck with the following two rules.
1) It will not be a sandbox situation where any user gets to create any environment at any moment. It will have set programs with predefined holographic characters who can only behave within the program's parameters. eg. A holographic tennis player will not respond when you order it to remove its clothing and have sex with you.
2) Parents, I hope, will have very strict limitations on when and how their children uses the holodeck.

We are only allowed to be married to one person at a time right now. That's also the gov't telling us what we can't or can't do in our own homes. People seem to automatically equate "Gov't Regulation" with "Get out of my life". Laws concerning monogamy and seat belts and helmets and salt content are good because it keeps us healthy and the society as a whole functioning.
To your other point, a person wanting to screw his toaster is very different from a person who gets used to raping his hologram. The reason being that the person who got used to raping hologram people will surely have issues interacting with real people in a normal sense. True, Nobody would care if he/she lives out in the middle of nowhere and has a job that doesn't require normal human interaction. But I'm pretty sure you don't want either person (toaster screwing or hologram raping) working with you or living next to you.
You may find out the guy screwing a hologram is the most well adjusted guy in the office/neighborhood.
Would anyone here feel just a bit bothered if someone was using and abusing a simulated version of them in a holodeck? Think about it.
CGI child porn is also child porn by law, for example. At least in my country.
That's not entirely true, is it? People get arrested for child pornography all the time. And don't tell me its legal to smoke pot or shoot crack if you do it in private.
But let's leave the extreme cases out for now. Here is a scenario. A man rapes a woman. This is the first time he ever raped a woman and he is caught. If the man is found to have porn movies with rape themes in his possession, it can be used by the prosecutor to show a pattern of behavior that this person is maladjusted for society and deserves to be locked up for a long time.
The point here is that what you do in the privacy of your own home will tend to leak into every other aspect of your life. If you are addicted to porn, there is a good chance you will be caught watching porn at work. If you are addicted to gambling, you will eventually hurt somebody, whether it be you or your family. Normal human beings tend to not be very good at completely compartmentalizing different aspects of their lives.
hmm... that WOULD be an interesting porn. Think what they can do with the rackets.
