Is Brunt a 'good' Ferengi according to Ferengi ethics?

So why is Brunt hated so much more than other Ferengi? I mean, that we are supposed to hate him is obvious, he's one of Quark's antagonists. But why would most or all Ferengi we see on DS9? It's not just Quark's family, but it includes other Ferengi such the Nagus, eliminator Leck, and so on ('no one likes a liquidator')...

I mean, on the face of it, he does most things a 'good' Ferengi is supposed to do. He is ruthless when he thinks he has the advantage, he connives, he schemes, he sucks up when he thinks it will benefit him. His only weak spots (in Ferengi terms) as far as I can see are that we don't see him actually being good at securing business deals, and that he takes his feud with Quark very personal, even putting principles beyond profit - which in itself wouldn't be very Ferengi, I suppose. Is that why he is hated? Or is it because he represents government (control)? If so, why isn't the Grand Nagus hated as much, apparently?

Even cousin Gaila, who actually seems to do much worse things for the right amount of money - the man treats the idea to snuff 28 million people as just another day at work- - seems to have a fair amount of respect from other Ferengi (including Quark).... so what is it exactly that makes Brunt so hated?
 
I guess it's because he represents an authority. Bureaucrats are generally not well-liked.

He is a good Ferengi by Ferengi ethics. But, his job is to take people’s possessions with the full authority of the Nagus. Ferengi equivalent of IRS auditor.
