Iron Man 2 casts (?) Tim Robbins as...(possible Spoilers)

no other than Howard Stark ?

Nothing solid but still worth mentioning.

From what I'm told, Tim Robbins is going to be playing Howard Stark in an important flashback sequence that is going to set up the Avengers and Captain America films.
Jon [Favreau] wanted to get a good actor because he didn't think the guy who played Howard in the last film could carry such an important scene.

I'm also told that HAWKEYE and BLACK WIDOW are definitely in Iron Man 2 and they wont be cameos either.

Sounds like another good casting choice for Iron Man if it's true
 
Well if it's that small a part, people won't notice it's a recast, i.e. Gordon's wife in The Dark Knight. Wish they hadn't replaced Terrence Howard though.
 
There has been lots of speculation about Stark Sr having some connection to Captain America. Looks like Favreau & Co either had already planned this or thought it was a good idea and went along with it. Either way, nice touch and good to see an actor of Robbins' clout adding to IM 2's already talented roster.

Ah! I figured we would see Black Widow, but it's a pleasant surprise to see someone like Hawkeye pop up too. Looks like they'll be following Clint's history from the comics:

On the run, the naive Hawkeye meets the Black Widow, a spy for the Soviet Union, whom he falls in love with. She tricks him into helping her to steal technology developed by Tony Stark, Iron Man's alter ego. After several battles with Iron Man — who defeats the pair on every occasion — the Black Widow is injured and Hawkeye flees with her, deciding to go "straight" from then on.
 
Be curious to see how this ties into things. Howard Stark having something, small or large, to do with Cap? Might be a good time to mention that shield in Tony's lab or why it holds value beyond just being Caps shield. Maybe Howard help construct it?
 
I'm guessing that since Stark Industries is a weapons manufacturer, they most likely had a hand in developing the Super-Soldier serum.
