International voice over actors?

A couple of times I've played an episode on DVD and not realised that the language is set to something other than English (usually German) and it made me wonder after hearing the voice actor, who exactly these people are?

Are they the same actors used consistently for each cast member on each series, are they known actors in there repsective countries and have any of them been associated with Star Trek in any other way, (interviews, conventions etc) than being just a voice for international audience?

Just thought I'd find out about these unknown actors.

I have no expertise in that area, but I would assume the actors who dub American TV shows into other languages are professional voice artists with no connection to any particular show. And they're probably a fairly small group in each of their respective countries. Consider the Japanese monster flicks and Italian sword-and-sandal epics that all seem to have the same voices doing the English dubbing. I remember one movie in particular -- I believe it was the Japanese sci-fi film Gorath -- in which practically the entire English dialogue track consisted of Paul Frees and Vic Perrin talking to each other.

I know that the guy who used to dub Spock in German was called Herbert (!) Weicker. He died in 1997.
