Bevery's hair does seem a little 'flat' in the first pic compared with the second, where it's a lot more 'fluffy'. I don't seem to see any other major differences, but that one difference does appear to stand only because there's such a marked difference.

Regarding Riker replacing Picard as Captain, I do seem to recall the episode 'Parallels' where near the end after Data suggests looking for the Enterprise with Worf's 'quantum signature' in the ready room there's a dialogue exchange (from memory):

Worf: Sir, if I may inquire, how long have you been captain of the Enterprise?
Riker: Four years, ever since Captain Picard was killed in the incident with the Borg
Riker: You don't remember the last four years, do you?
Worf: I do remember, it's just that I remember it differently

Though I think Picard is great, I also really like Riker and would have enjoyed seeing him as Captain of the Enterprise on a permanent basis. Great ep

Okay, here's what happened. As the deflector weapon was being fired, it caused a mild static build up within the ship's atmosphere and it 'fluffed' Beverly's hair. There, everyone happy?

Any changes you see, hair, uniforms, colors, etc, are the result of subtle changes in the time line caused by temporal alterations of something-something.

Or a wizard did it.
