I believe most of the humor comes not from the skit, but from Abed's reaction. If it's a Doctor Who analogue and Abed declares it the greatest show he's ever seen (and he's seen a LOT of TV), then by extension, that means Doctor Who is the greatest show he's ever seen![]()

Actually the funnier bit is that Abed knows about Doctor Who; he's made references to it before.
And remember, Britta said Inspector Spacetime started in 1962. Dan Harmon's said that it's intended that in Community Doctor Who is an Inspector Spacetime ripoff.![]()
I think that it was actually being used along with the Downton Abby spoof to show how great the British TV schedule model is. Shows that don't get 100 episodes are still considered successful if they receive critical acclaim. I think that the American model, at least as far as syndication is concerned, would do very well to shift to a lower number than magic 100.
